Right, i have beem doing missions in the survailnace line, and I am currently at a 5.2 standing with the NPC. Problem is he is giving me misions that I have already done more than once, and they low monetary values. When will he offer me a new line of missions that are more challenging and provide around 100k ISK? IS this the lelve II misions that I am waiting for? Also I guess I should be sticking with this NPC sicen I am biulding loyalty w/him?

To make new mission, you should look for level 2 agents. Clich show info on your agent, click on his corp logo => you will see all the agents of the faction, sorted by available/not available. Choose the highest level you can. Another way is to look on the map, choosing the agent option.

First, you gotta know there are more than 1 type of npc agent out there.
Depending on what type of missions you like to do, you just try and find the appropiate agent, look here for the agent types and what type of missions they give: http://oldforums.eveonline.com/?a=topic&threadID=110049
You dont make it clear if you are doing lvl 1 or lvl 2 agent missions, but obviously the higher the lvl missions, the harder they get, and the more rewards you get too.
The standing you have with an agent is for them only, while gaining agent standing, you also gain standing with the corp that npc belongs to. Go to the info window of the corp your npc agent is with, go to relationships, and see what theyre corp standing is towards you. The higher it is, the hiogher lvl agents you have access to within that corp.
If you click on the agents info tab in the corp info window, youll see the type of agents they have and if u expand each section, you can see their lvl's, their location, and agent quality.
If you are on lvl 2, obviously look at the lowest lvl 3 agents that arent available to you yet (if u can use lvl 3 agents and see them in any of those agent type sections, then right click and choose set destination, then look at your map to see how far away it is), and right click them, go to info tab on them, and you can see what standing you need with their corp in order to use that agent.
Loyalty doesnt matter all /that/ much with low lvl agents, as their loyalty rewards arent always so good, compared with say, lvl 3 agent loyalty rewards.

Something to take into account is that you will get no notice when new agents become available to you. I wasted probably a week still running lvl 1's when i could have stepped up. I was waiting for an evemail liek for a storyline mission. What I do now is every time my standing goes over another full point I check my agents corp list of agents for the next level availability.

"My Agents" view on the map - it's amazingly useful. The bigger the blob, the more high standing agents you can use in a particular system.

I am still doing lvl 1 ones. How muuch rep do you need before you can step up to lvl 2s? And can I do lvl 2s in my Merlin or will I need to upgradeto a cruiser?

You might struggle to do l2s in a Merlin, depending on your setup.
I'd recommend you get a cruiser. A Moa would be good for you if you like guns, or a Caracal if you like missiles.
Train your light missiles skill, and the rate of fire / damage / speed missile skills up, and your Caracal will dominate l2s.
Same idea if you go Moa - train up your railgun skills and have some fun

You could try using an assault frigate http://www.eve-online.com/itemdatabase/ships/assaultships/caldari/default.asp but they will be a bit more expensive and harder to train for than a cruiser.

train the social skills iE conection they will easily get you to good lvl 2 argents if you are a bit low on standing

I am still confused, I keep doing ,issions for the survailance agent in Hakagne, will he eventually offer me lvlIIs or do I have to start looking for lvl II agents? If I have to go looking, what standing should I be on?

An agent will never give missions of a different level than his own. As far as the standing you'll need for lvl II agents, well it varies depending on their quality. The formula that's used to determine whether or not you can use an agent is this: ((Agent Level - 1) * 2) + (Agent Quality * 0.05) = Standing Required
The lowest quality of an agent is -20 so to use a Lvl II Qual -20 agent you would need: ((2 - 1) * 2) + (-20 * 0.05) (1 * 2) + (-1) 2 - 1 1

ok, anyone knowwhere the lvlII agents for survailance or security of descent quality for teh Caladary Navy are? I'de exploring but would probably get lost or killed :(

I'm not sure you will have enough standings for level 2 navy agents, but the best place to find navy level 2 agents in a quiet low populated system is

Here you will find 2 agents in the same station (Caldari Navy assembly plant Moon 6)
One agent is a low quality agent which you will need to use until your standings allow you to utilise the higher quality agent.........luckily as they are in the same station you will immediately be able to see when the higher quality agent becomes available to you.
If you concentrate hard with these 2 agents for about a week or so you will find your Navy standings will climb fairly quickly and before long you should be able to move on to Navy level 3 agents.
These are located 2 jumps away from Oisio in a place called Kaunokka, there are 3 of them in Kaunokka. 2 high quality level 3 agents and 1 lower quality one.
As before you will need to start with the low quality one and work your way up towards the higher quality agents and this is where you will begin to earn better loyalty points, better rewards and standings also for your efforts.
I would recommend using a cruiser for level 2 missions as you will indeed struggle in a Merlin unless you are a seasoned pilot.
Concentrate your efforts in training your engineering skills for good shielding attributes as at this stage you will find safety in defence rather than offence.
When you move to level 3 missions you will require AT LEAST a Battlecruiser as the step from level 2 missions to level 3 missions is a giant leap in difficulty.
This may all seem like a long way in the future but if you keep your head down and concentrate hard on your skill training and your missions you will soon have enough money and skills to purchase and use a bigger/better ship for the level 3 mission.
Just a tip, don't be tempted to jumps straight into level 3 missions as soon as you buy a Battlecruiser or you will find yourself losing ships and Isk quicker than you can possibly earn it. Make sure you become somewhat specialised with your battle cruiser before taking the step to level 3's.
