Umm, if you lack the skill to know this you prolly lack it to do anything with the info altymcalterson.

Best bet is to go to 0.4 systems and sit at gates and count the ships that go through (if they are big they could well be doing lvl 4 missions), also asking in local if they are on missions or just pottering about could help.

or do a check of any agent you have any standing with and find what system most of them are grouped in.
for instance i have no standings with minmatar but if for instance i checked their corp info and foud 4 security agents in 1 system then thats the place to go.
in my experience anyway , but thats limited at best ;)
