I want to make a BS-oriented character and I like to hear your advice - what race's BSs to go for? Additional note - my char has high Perc/Will and lower Int/Mem (and i want to leave them so), so prefered are BSs which need less suportive enineering/electronics skills. But this is really only secondary condition, I want to go for the best (i know there is no best in eve :)

FOTM is gallente, with the spike-a-thron sniper and the nosferdom
caldari will always be a good choice - both raven and scorp are very useful in PvP, and raven in arguably the best PvE BS. personally, i love scorps too
geddon and apoc are both useful, and give you a solid base in PvP or PvE. geddon has excellent DPS, and apoc has an excellent tank.
Minmatar are a bit out in the cold i guess, but after the changes nos-phoon will be even scarier in 1v1, and the autopest is a well respected setup. Possibly best empire gate sniper (due to huge volley damage and good slot layout) is the arti-pest.

They are all good. I do prefer matari or amarrian tech tho.

Can't say about Ammar or Matars, but for Caldari and Gallente: They DO have very good BS's (mostly Raven and Domi for pve and solo pvp, but also Mega and Scorp for fleet pvp, etc).
However, you must remember that both Domi and (I think) Scorp need a lot of SP in things with primary Memory (drones for Domi) and Intell (ew for Scorp) to be flown properly. There ARE other things to consider of course, but this is something you must keep in mind.
P.S. Not sure, but maybe Ammar BS's are more perc/willpower intensive.

forgot to tell, this guy is amarr khanid (with gunnery V and small energy turret IV right from the start :) althoug is doesn't matter that much.

ermmm Cap skills.
Sorry to the OP but it isn't an option to have minimal support skills unless you are operating purely in fleets as a damage dealer. But even then you need fitting skills (engineering + electronics) to get the modules to fit as well as targetting skills, cap, ew, defensive, navigation skills.
Caldari will need EW and Shields. Gallente need armour, drones, and some cap. amarr need armour + cap. minmatar need everything. Its how the game is balanced (it is mostly balanced but will always need some adjusting). If there were BS's rediculusly easy to fit and use with low skills it would probably be overpowered.
Bite the bullet and train the learning skills.
