All of it, IIRC. Damps got fixed last patch, Disruptors always worked, ECM OBVIOUSLY works, Painters do something good if you know how to use 'em properly...
Can't think of any broken EW modules, offhand. ---
What good are actions if there's no one to tell the tale afterward?...

Oh, against NPCs. Well, EW never even WORKED on NPCs until RMR. Some of the modules might still be wonky, but I can assure you that all of the EW mods work quite well in PvP. ---

I thought Dampners worked on NPC's just they have stupidly long lock range and stupidly short lock time. Not that I'd change this, they have a hard enough time as it is.

EW has worked against rats for over a year, since the EW overhaul of 2005. That being said, only certain ones will, like jammers and painters. Webbers are great too, though they've always worked, even before 2005.
The only ones that won't work properly are the disruptors and stuff since NPCs cheat in those areas already. So, as above, they have insanely high abilities already, so lowering only makes them really high.
