Its called luck, and it's stupid. Some people have had R&D agents since T2 hit EVE and havent gotten a thing, some people have had agents for all of a few days before they hit the jackpot.
It's stupid really. Thank god Kali will attempt to resolve the issue.
I especially like how one day I logged onto the Test server to discover I'd won a Mjolnir Javelin BPO there... figures.

R & D lottery is a very effective system IF the Devs spend the time looking at the Tech II item prices in the market and introduce additional BPOs into the market for some of the obviously price-fixed items. It will take them all of 5 minutes to spot gems like Cap Recharger II and Cerberus just to give an example.
There is talk of game wide ISK auctions for new BPOs but in my opinion that is totally wrong because then it will make large alliances totally self sufficient.

Actually, by definition, the lottery is the fairest way to distribute BPOs.
If there was an RP auction for BPOs, using RPs as money, then only the most veteran players would have a chance. Everyone else would be left behind.
If there was an ISK auction, only the super rich would have a chance.
The current system is, if anything, communist: anyone can get the BPOs, and the odds are those people will be the proletariat, not the rich, considering there are far more relative poor than there are rich in EVE.
I personally don't rely on the R&D system for my BPOs. I have yet to get one, and personally I think its a way to insert the BPOs into the game, not a way for someone to rely on to get them. You can be lucky and get one, of course, but you won't be able to count on it. I just buy them for ISK, tbh.

DS speaks the truth. If the system were based on ISK he'd be the king and own any BPO he wanted, and he's only been playing for slightly over a year.
As bad/annoying as it is, the current system is the most fair.

Gah, stop it, I don't have that much ISK! I don't think I could afford a single HAC or Command Ship blueprint even if I liquidated everything. Maybe I could buy a Vulture BPO, but the Vulture sucks ass.
And I've played for about 18 months now. Its sort of annoying, because not too long ago I could say in my posts "blah blah blah see I haven't played very long and I'm successful and I've competed with the guys who have played since day 1." But now I've played long enough that I'm almost merging in with everyone else

Current system is ok, par from:
1.) BPC's should be randomly dropped. Nothing much, just a chance of small happiness for some pour souls.
2.) There should be a ******* limit to how retarded the random number generator should be, i know ppl that have had 10 offers+, thats just not right.

It's a random generator; what do you really expect? That instead of really random distribution, it would need to be somehow 'fairly' random? Like people need to research at least for XX days, and one person can receive only one offer per 6 months regardless of amount and quality of his agents?
Sounds almost like complaining 'I've played lotto in NYC for 30 years without getting any jackpot, and yet already 12 people in my town have hit it.'

P.S. Yes, the random generator could be skewed and wrong; yet I haven't seen any real arguments to back up that theory.
P.P.S. Oh, and to stay on topic: the most common way to get T2 BPOs is to buy them.

Maybe generate 1000 numbers, and do it for 10000000 times and see how is the shape of the frequency table?

Well basically you just get into the R&D lottery and patiently wait untill you get a T2 BPO.
..which obviously isn't going to work. So then you just become friends with people who do have a T2 BPO, and then steal it.
And clean out their corp hangars while you're at it.
Oh and destroy their CEO's Imperial Apocalypse.
And make a cool thread about it on eve-o and get mentioned in Game Magazines and become famous.
