Do they work in PvP and PvE ? I have heard conflicting reports stating that they do and dont work in game.

They do work in PvP. PvE, erm... dont think there is a point to use that module.

they now work, but are not very effective, and use too much caps. they aren't worth it tbh.
they also only break locks, rather than preventing the target from locking at all
sigs of the 23/24/25 hijack just as well -eris

My favourite strat.
Raven setup:
2 Heavy NOS, 6 Large Smartbombs
1 Heavy cap injector, 5 ECM burst.
5 WCS.
Align, smarties, ecm burst, warp away.

hahah, my alt will feed me secondhand cookies, you never escape the alt of cookietheivery! 
EDIT: oh and ECMs are great for lvl 1 + 2 missions on cruisers: stabber w/ smarties + 2 ECM burst = cool
