I come up against angels mostly can you help?
Is a domi more efficient or can a brutix do the job fine?

Brutix can handle Level 3 missions fine, anything harder and you need a Domi. Assuming you mean missions....
Here's my L3 Brutix setup:
HI: 5x200mm II, 2x 150mm II
MID: 10MN AB II, 2x Cap Recharger (best you can get), 1x Best cap battery you can fit.
LOW: MAR II, SAR II, 2x Hardener (Kinetic and Exp for Angel), Cap Power Relay.
5x Valk/Vespa II
Handled AE L3 with no probs when I was using it... You need BC 4 or 5 though. There's another thread about L4 Domi setup with my Domi loadout posted.

Belt PvE or mission PvE?
Belt id say go with blasters since your going to be in close (and can put a MWD on without it being useless 80% of the time)
Missions go with big rails+drones for frigs. You can try use an armor tank with that in mind but shield tank is much better imo.
My setup for lv3's:
6x 250mm proto's 1x med diminishing NOS
Lrg SB2, amp, AB2, cap recharger
4x PDU2, nano.
Goes 461m/s at full steam so it can keep distance to cruisers and if its all frigs just sit in one spot and let the drones go to work  .
I have seen a better one but you have to be confident using it, thats when you drop about 2 PDU+the nano and fill er up with mag stabs

For level 3 missions though - most of the NPCs are still frigates, yes?
So some armament geared for better tracking would help... maybe 200mms, so you can still hit those cruisers that orbit at 30km that you can't catch up with...

If its 0.0, you're low on cash and dont mind spending a frackton of isk on ammo, the brutix is suparrrb. Domi is always better, however.
