Is the Claw the fastest interceptor? And if so, what mods would you recommend to get the best speed out of it?

The Claw weighs more than my Crusader, which goes 5400 m/s, but the Claw in a similar setup should go a little faster.
If you plan to use it merely as a glorified shuttle like I do, then I recommend 4x Nanofiber Internals (overdrives are worse in most situations), 1 t2 MWD, 1 t2 Small Cap Battery, and whatever token guns you can fit.

Do you want the best speed whilst still being combat worthy, or do you just want to fly fast in a straight line?
With most standard Claw setups, you tend to end up with one less-than-useful lowslot because you dont have the fittings to fit it well. However, since you're going for speed, I'll assume you don't want to use a plate.
How about something like:
3x 150mm II, Arbalest Rocket
Gistii A-Type MWD, Fleeting 7.5km Scram
Small Rep II, Energized Adaptive II, Magnetic Plating II, Local Hull Nano
Gistii MWDs are cheap. Res plates make you more survivable without losing you speed, and the nano gives you more speed. You could replace it with an overdrive instead for pure speed (you should get another 90m/s ish with MWD on with an overdrive), but you can never have too much agility in an interceptor.

I mainly need something to use as a glorified shuttle as Eximius Josari mentioned. Something that aligns to warp quickly and has a good base speed if I'm afk travelling.
Its to use as a long-distance empire-based courier of reasonably expensive items that are too large for a shuttle to carry. Would an intercepter fit the bill?

You could try a Sigil (Amarr Industrial) if you want to afk travel with cargo. My Sigil has nearly 400 m/s base speed and 3500m3 cargo. And I have only skill level 1. Very cheap.
Or if you want to spend some SP, try the T2 version (Impel?) with 7 nanos.

If you're just carrying small amounts of expensive cargo than an afk Claw is cool.
Empty Highs
AB, Small Cap battery (to avoid running out of cap warping around)
4x Nano
That'll get you around nicely, and you can AB a little (if you dont have instas) when you're at the keyboard.
As the above poster said, though, if you want to move a lot of cargo fast, the cargo frigates (such as the probe for Minmatar) are great, too.

in a combat setup (not all lows speed modded) claw is faster
with all lows speed modded, crusader is faster
