He's pointing out that the same word is pronounced differently and has contextually different meanings but is written the same. It's a valid point.
read= reed
and
read= red
There's a lot about English that's the way it is simply because it is the way it is. It's actually a mishmash of french, romantic, and nordic/germanic languages that has evolved into it's own language. I don't envy anyone the task of learning it as a 2nd or 3rd language.

What I mean is English has developed over time from many different sources, and is used as a means to control and establish class relations (thatĘs another thread). There is no one true source of English as English is not a single language from one source but has developed from many other cultures. What can be defined today will not be proper English in the past (17-18th century) and will be different again in another 100 years. What you mean (I would suggest by proper English) is either the queens (which is just another form) or the most common form of written (like OED), these are strands of or different types of English.
