A few thoughts:
1.) My initial thought is Hell No. SP are one of CCP's best and most balanced tools in game. A high SP character doesn't have huge benefits that a low SP character has, only marginal benefits that generally don't' matter in 99.9% of the activities you'll engage in. If you want the character SP, I strongly believe you need to take the character history along with it! This isn't the matrix where you learn kungfu in 5 seconds, you earn SP slowly over time.
2.) I wondered if there was a way to make this balanced. Frankly, a 10% reduction in SP isn't balanced IMO. I was leaning towards having these SP Chips be actual implants you will lose if you get podded... I still don't see a way to make this work mechanically though.
3.) My third thought is Hell NO. This is simply an SP remap. SP remaps are heavily opposed for a plethora of reasons. The issues are compounded because you can give your SP to other characters too! This enhances the FOTM environment, primarily benefits the wealthy, removes the majority of SP Risk/Reward, and is just a TERRIBLE thing to implement in EvE.
In conclusion... Hell NO!!!!!
