Idea for PVP setup for the Harpy... This is designed for attacks of 2 players or more.
1x Light Ion Blaster II + Antimatter 1x Light Ion Blaster I + Antimatter 1x 'Malkuth' Standard Missle Launcher + Piranha/Sabretooth 2x Small Nosferatu II
1MN MWD Medium Shield Extender II Small Shield Booster II Web/scram
2x MAPC
Idea is to warp close to your target, use your MWD to get close and web. You'll need somebody else to scramble. Stay in close range and fire at your target. Your med shield Extender brings your shield HP close to 2k but if you do start worrying about your damage, turn off your turrets and switch the shield on. You can keep your shields, webber and missle launcher on all the time with the two nosferatu's, your cap will average out and rise slowly. When your caps full, you can open fire again. And as a result of this your opponent is more then likely going to have low cap.
This is designed for a group of 2 or more and it requires some quite high skills. Hasnt been tested, please give feedback. But I think this puts the Harpy in line as a killer ship.

I really do not understand what the fetish of fitting blasters on harpies is all about.
The harpy is slow and heavy with bonuses to hybrid range.
It¦s a sniper. Or at most a med-range railplatform.
Fitting blasters on it is a waste of 50m as any other closerangeship will outdamage you and longrange ships will outpace you.
Take a look at the ship setup sticky for ideas.

4x 150mm railgun II's 2x sensor booster II's, webber, 20k scram 2x magnetic field stab II's locks fast, deals crazy damage. alternatively, you can swap out one damage mod for a coproc and swap out a sensor booster for a hypnos multispec ecm. with t2 ammo in 150's you can easily hit at around 75k and still do pretty good damage.

My setup, note this is the kick there teeth in part of a double team, someone else needs to web/scramble.
High's : 4 150 mm tech II's mid's : Cap battery II, cap charger ( I use the F- something) small Gistti booster, tech II passive EM hardener lows: shadow serp Mag stab, one of the tracking links that takes like 4 cpu.
Yes, it is an expensive as hell setup, but you can't fit a mag stab II on it for CPU reasons. I will probably get 20km + optimal with antimatter once I get to level 5 on all my optimal range skills. you will never shell out for tech II ammo simply becuase you can't lock that far. The best part of this setup though is that It is pretty noss proof, all a frig will get from nossing you is a little bit of time. Even with a cruiser nossing you... what ever.... you still have more thn enough cap to continuosly run your booster. I haven't been dual cruiser nossed though. still there is no reason why you should be in a cruisers noss range anyway, since your optimal with antimatter is still way beyond it. A cool tip also is that your gangmate can noss you for extra cap saving him from having to get withen nossing range of your target.

It's down right horrible mate
The harpy is too slow to make a proper blaster boat. Also it gets a double optimal range bonus which makes it way WAY better at rails. A general Harpy fitting looks like something like this
4x 125mm Railgun II 1x rocket launcher / empty
1x Afterburner II 1x Small Shield Booster II 1x named Stasis Web 1x Scrambler / Tracking Computer / Cap Recharger / EM Hardener
1x Magnetic Stabilizer II 1x Tracking Enhancer II
Carry at least Antimatter S for close range damage and Spike S for sniping. You should have a 15km optimal range with Anti matter S. Don't bother with Javelin S since it greatly nerfs your speed, shield and cap which all three are vital. The stasis web is just in case an inty gets too close.
In general you'll want to stay at least 15km away from your target. Use your afterburner to maintain a high transveral orbit of your target. If you're facing a group of targets you can try warping in at 60km and sniping their tacklers. If they're not plated you should be able to pop at least one before you have to warp out. Be careful of stealth bombers as they'll hurt a lot if they're using Paradise Cruise Missiles (EM)

You might want an AB so those BSes don'tget you into web range since you're kinda slow without an AB.

I like rails and all, but my harpy does better as a blasterboat than a rail one... Seriously... do you even have enough cap to run the 20k disruptor? (just ran quickfit... not enough cap for more than a bit over a minute) It can be a very very nice support ship with the Spike ammo, where you snipe away while your gangmates go in to tackle, but it's a bit lacking as a rail platform for other things...
My setup: 4x Light Neutron II 1x Small named Nos
1x named MWD 1x Small SB II 1x named Webber 1x named Scrambler
1x MAPC 1x PDU
It solos well (about 100 dps), but if you have a scrambling buddy, then i guess the rail setups would work well too.

both ships have similar bonii. only difference is that the harpy gets an additional 10% range, and the enyo gets 7.5% turret tracking. When you're using small blasters (and the range they operate at), the tracking shouldnt matter much at all unless you're dealing with drones. Also, the webbifier will deal with any tracking problems that you may have anyways. All you're ignorning now is the single range bonus... which i think is a worthwhile trade off for versitility if you must solo with an harpy. Enyo actualy looks kinda good as a rail platform, cus of its tracking bonus, letting you hit things that are orbiting too close for a rail to normally track... but that's just me. And besides, there are plenty of instances of ships ignoring their bonii for another completely viable setup... DuraMaller, anyone?
