How is it that your character learns his skills anyways? Is the skill data downloaded into his brain like in the matrix or does he actually sit down and read a book on how to improve his skill?
It's all fiction I know but I am curious how the game explains this.

A fascinating question indeed. While the skills themselves are often referred to as "skill books," therein lies an obvious flaw: We're pod pilots. Books wouldn't fare too well inside our liquid-filled capsuels. Given this, and the otherwise totally integrated systems of our pods, I'd suggest that these skills are directly imprinted into the brain by some means.
Edit: And I'd like to add, that as we are all pod pilots, I find that our hair is generally in remarkably good condition, despite being eternally cooped up inside these nasty liquid-filled contraptions.  ---

The constant skill training means they even train while your character's asleep. So, some form of imprinting, definitely.

Heh. On that note, I'd guess the portraits are just mugshots, with "Show Info" being the equivalent of pulling up someone's ID. -------

At Eve University we (the students) receive instruction and tutoring that supplements the skill neural pathway generation. This is not to say we learn the skills faster. We only receive instruction to help us best utilize the skills we have gained and pick skill sets that effectively and efficiently carry us toward our individual goals. We can leave the pod at stations - lots of the EVE chronicles involve people getting out of their pod (that sounds like a euphansim!)
It's the ones who say they're chatting to their crew while standing on the command deck of their ship that're RPing wonkily. Unless their pod has wheels, like a dalek with a beergut..

Ever notice that your agents want to talk to you in person to give you a mission? Then for backstory, there's the short story Forsaken Ruins, and the chronicle Hand of a Killer, just to name a couple pieces of supporting fiction. There are probably more, but meh.
