If you had a few tackler frigs would a dreads huge guns be able to hit a BS?

IIRC, huginn (damn minmatar ships are so hard to spell  ) with a few webs combined with a dread = lots of dead bs's  But yeah, a few tackler frigs would slow a bs down to a suitable speed.
