Players are able to enjoy broadcasts via Eve Radio which is awesome but what about Player Owned Radio Stations (PORS)? A POS would have a PORS Module docked to it and depending upon the type of PORS would determine the total number of songs or broadcasts that could be played.
For example a PORS T1 Level 1 would be able to play an hours worth of songs, would have twenty music slots and five minutes worth of broadcasts time.
Broadcast time would be for local system messages meant for corporation members or other messages such as a POS broadcasting its services such as mining, refining, research, etc.
A T1 Level 1 PORS would cost 350,000 million ISK and would have to anchored to a POS.
A PORS listing channel would be added to the pilots scan HUD that when clicked would bring up all available PORS for the system. The pilot would click on the link and a brief summary about the PORS would be displayed. If the pilot decided to want to listen to the PORS they would then pay a fee similar to dialogue chat fee to listen to the PORS if the POS owner has set up the system to be a chargeable service.
One PORS per POS.
The test bed for the PORS would come in the form of billboards at the gates of each system where the pilot would click on the screen and then listen to an audio message for the advertisement.

There are royalty and licensing issues to be dealt with and I assure you that CCP wants no part of it.
Just tune in to Eve-Radio like the rest of us. You may even win some of that 350b ISK you mentioned. |

There wouldn't be any royalty fees because the player is not making real money off of the use of copyrighted material.
Perhaps this would be a chance for CCP to open the floor to artists from around the world who would create music for the POS Radio where CCP would then pay them the fees while the music is protected by CCP and able to be listened to legally.
The POS Broadcast Idea relating to personal messages however would not violate any copyright of the owning author.
Drop the price down to 25 million ISK for the POS Radio Station when purchased from the market and 100 million for the BPO which could only be found in Ghost Sites. |

That is incorrect. A play requires a royalty payment, whether you're making money from it or not. |

Its a lot more complicated than that, but you are right that not making money off the use doesn't matter. There are plenty of licenses that music *could* be released under that would not require any payment, but the VAST majority of music is not released under free licenses. |
