Mine did that too for a while. Now it doesn't.
I found kicking the box quite hard makes it stop.

It's most likely an off center fan. If it sounds like an electrical whine then I'd disconnect the power supply and have someone with sone experience check it over. They're not too expensive to replace anyway. ______________________

Does it continue to make the noise if you remove your new video card?
Is there a burning electrical smell?
Is it a cheap power supply? By cheap, I mean did it come with the case (if personally built system)?
Generally, you're better off buying a power supply separately from the case. Don't be cheap, it is one of thew few components in a computer where it really pays to fork out some extra cash.

could it be that the new upgrade is putting a strain on the power supply cuz it's not powerful enough?

If this works, then the PSU fan is very dusty. How many years have you not clean/vaccum it? ----------------

I have found if you keep your computer on the floor and you have a wife/gf...or in the case of alot of online gaming geeks a mother who cleans your room, that I am constantly finding long dark female hair all over the place. As I said computer on the floor = hair sucked into fans...hair gets wrapped around the axle. In the cases where the noise dissapears after 5 minutes thats your fan motor struggling to build momentum in the fan enough to break free of the hold of hair...till the fan stops and has to struggle again.
