I have a cybernetic implant +1 I have the learning skill rank 5
My memory was 19, then I trained Eidetic memory rank 5 expecting to get the +1 increase plus another 1 from the learning skill rank 5.
10% of 20 is 2, I have already got one of these two, but surely as my attribute hit 20 I should have got the second?
I didn't, my memory attribute went up to 20 instead of 21. This is my first character and I forget what his starting memory stat was (Sebiestor, Manufacturer Career choice in creation), is my account bugged or have I miscounted? I am pretty gutted as it took me 13 days to train Eidetic memory 5 I thought it would be worth it for +2, I might not have bothered for just the +1 at this point.

I believe your base memory is now 19. With learning, it is augmented to 20.9. Because of how EVE rounds these numbers for display (by truncating them), it will only show it as 20. In it's calculations, it will count as 20.9, however.

important to note that learning doesnt give its 10% (at lvl5) to att points from implants
subtract the implant, subtract learning skill effect (easy at lvl5, but only if its adding more than 1.0, and then onlz the whole number part) subtract other learning skills and then you get your starting base.
19 percption -3 implant - 1 from learning skill, - 10 from other learning skills = 5 starting perception. ouch
in above example, learning was giving me +1.5 (10% of 15) = 16.5 + a +3 implant = 19.5

Ok thanks for the help, I didn't realise the learning skill wouldn't act on implants or that the game would round down when the fraction was over a half.
At least the skill is done and out the way now

The implant modifier is added before you multiply with the learning skill factor. Like this:
(Base attribute value + Basic learning level + Adv. learning level + Implant modifier) * (1 + Learning skill level * 0.02)
Eve however only displays the integer part of this value. The real value is of course used in game calculations, so dont worry...
On a side note: If you have Learning 5 then you actually increase your attribute value by 1.1 for every new level of the specific learning skills you train. (Or for every level boosted with a better implant).
