I have been ratting in 0.0 for quite a while and gotten a few sanha platium tags and such. But npc buys them? I tried looking in caldari space with my alt but nobody would buy there.

No one buys Sansha tags.

I've only been told to refine them -- at least you get some materials out of them. Beyond that I've never heard of a use..

Did a checkup on the market, some people sell some kinds for 1 mill and such.
Might it be usefull for agent offers? U know bring me this and I give u that with your gained loyality points.

There was some mention of Concord buying them but I have yet to find a station where they can be sold to Concord.

Someone told me they and other tags and such were needed for certain missions. Maybe missions that are no longer in use?

Most Tags are used by Agent offers, I have found these to be fairly rare but you can look them up on any of the Offer listing sites.
A few of the Tags are used to open Acc Gates. I have recently run accross a number of gates during missions that require Silver Sansha tags to open. (l3s).

Not trying to derail the topic, but I have Caldari tags from a mission called Human Cattle that I have no idea what to do with either...

Sansha... I believe the floating agents at Heidon collect them. You get Amarr standings for them.
Another place in Amarr (the other starter system) collects Blood Raider tags, if I recall.
EDIT: Platium? Do you mean palladium? If so, keep them, palladium tags are keys to bonus levels on missions, like the Extravaganza series. Perhaps COSMOS. Never reprocess your tags...

EDIT2: Caldari/Amarr Navy tags can be sold in Gallente space for much ISK.
