However when you kill npc pirates your sec status indeed raises... Concord does care about that. As a result, players who live in 00 and shoot everyone they meet and rat once in a while will have an insanely high sec rating.
Anyone else find this inconsequence a bit strange?

If you shoot a ship in 0.0 Concord does not care...If you Pod kill. You get a hit. Sombody correct me if I am wrong, I hav'nt pod killed in a couple of years...

CONCORD doesn't care if people blow themselves up outside of Empire space, but if you're trying to explain why they award security status for blowing up NPCs... well NPC pirates are storywise supposed to be a serious threat who attack the Empires in question. The old "an enemy of my enemy is my friend, if they work at it!".

If you really start to pirate in low sec and pod kill, it takes a long time npc'ing in 0.0 to recover from a -10 rating. A few pod kills and your sec rating goes down very fast. So it's not rat once a while and kill a lot of people in empire. More the other way around.

This was more of a problem before, since the sec rating gain was so big people could get it up easily. It takes a lot longer time these days.

Dont do the crime if you dont want to do the time. Though Verone and Magic Trev did go from -10 to -1.9 in 2 weeks.  ----------------

Yes, but if you live in 00 and shoot everyone who comes around you will actually have a very good sec status because you dont loose any for shooting players and gain status for killing the rats...

Yes, but I think you made this thread after I mentioned that I was involved in killing someone in low sec and got my sec. rating back to 5.0 by just killing a few rats at the gates from time to time. But i remembered it wrong: I got only a -0.5% penalty for a combat aggression in low sec. It wasn't a kill or even a pod kill and so it needed indeed only 7 BS kills to come back to 5.0. Just looked into my log.
But you are right, if you earn your money with ratting in 0.0 and only kill in 0.0 or war targets in empire, you get 5.0 sec. rating after a few weeks/months.

Yup it takes more than 4 times longer now that they put the undocumented feature in RmR.
