i was looking at this skill compared to the other skills, and noticed it had a +5 shield recharge rate bonus? Is this right and why would they give it to one particular industrial skill and not the other races ?

Well, I had never noticed that ... maybe because Caldari ships are supposed to shield tank ?
I've not climbed in my Badgers in a long time, since I discovered the Sigil in fact ...

Yes, Caldari shieldtank, but in that case, why does the Badger2 have more armor then shield?

but what i am saying is if anyone trains that skill wont it affect every ship?
the gallente guy trains caldari industrial just so he can get the extra shield bonus , reguardless of what ships he decides to fly etc, it would make sense for people to eventually train these just for the bonuses if my theory is correct

Hmm ... I think the skill only applies on the ships it's a requisite for ... in other words, it only boosts the shield recharge of the Caldari Industrials, and maybe Transports ...

I don't know what the heck you guys are talking about... What shield recharge bonus? I looked at Caldari industrial skill and the Caldari's Industrial bonuses and don't see any +5 shield recharge rate....

In the "Attributes" tab of the skill description, there's a line (shieldrechargeratebonus 5) that is not present in the 3 other Industrial skills.

It doesn't seem to work in non industrials, I will have to see if it works in industrials. Really odd tho.
