I just thought, they forgot to fuel one of their 'old' large towers, so it was a good time to get rid of it. I haven't seen the other poses though.

In a nutshell you are offering them this: a) Surrender at once b) give away all isk you make c) will seize all loot you collect at chokepoints d) disolve your military forces Well, it's a tempting offer for RA, i'm sure they really wanna go for that.
