you need 20000lps with the agent to be offered this skill iirc, or at least thats the way it was when high tech connections was offered to me.

It's an offer for 15000 lp and 10M
Practically i've got this offer from 16500 to 18500 lp. Not the first time, i have to refuse a lot of offer before the book.
So you need to go to 16500 lp, and wait an offer, then everytime do a mission. Preference for low lp mission.

Seems to me that Military Connections is one of the best offers per LP in the game ATM. The ISK/LP ratio is way above and beyond just about every other offer.
Has anyone gotten a better offer per ISK than a Connections skillbook?

i've had loads when i just get over 15,000lp's and cost me 10mill along with the LP's
just get as close to 15k u can get and stop missioning until u get an offer, if u dont get the skillbook do one mission fo rur agent and repeat, out of the few i've got i had 2/3's on the first offer, u just need to keep it as close to 15k as u can
