I was wondering if anyone new the formula on how the game comes up with the physics of how your ship moves.
You see, I'm flying a Cruiser at the momment but I miss the speed and handling of my frigate - who doesn't. Of course, I can always equip Inertia Stabilizers to help counteract the larger mass of the cruiser but I wanted to know - exactly how much, y'know?
So any help anyone can provide would be greatly appriciated.

I don't know of any formula, as no one has really cared enough to try and figure it out. But I'd suggest Nanofiber Internal Structures over Inertial stabalizers, they give an increase in speed and a decrease in inertia, and are generally much better than fitting a stabalizer.

Mass x Agility = Inertia
Frigates have an agility of 3.1 Cruisers have an agility of 0.55 Faction Cruisers have an agility of 0.65 Battleships have an agility of 0.155
When I was trying to compare ships awhile back, I kept a list: http://valusia.net/Eve-Inertia.txt
Lower numbers, of course, are better.

Is it intentional on CCP's part that tech 2 cruisers are less agile than their tech 1 counterparts? This seems a bit odd to me especcially for certain HAC's.

Yes, Assault versions are much heavier and less maneuverable. They also can take an awful lot more damage.
Interceptors and Interdictors are equal to their t1 counterparts.
I don't think I've ever looked at covert ops, recon or command ships, though...

Has anyone found a tactical advantage of lightening up a BC. If so in relation to combating larger or smaller ships or both?

For any sort of long range fitting, no. Being more agile wouldn't help. But for a short range setup, I would think vs a larger target, it would make it easier to orbit close and keep your speed up.
If you're fighting frigates in a BC then hopefully you're webbing them when they get close, or using drones. But if you were fighting a BS, getting really close and trying to orbit fast could put you in under the tracking of their turrets, assuming their using turrets.
