That cant be it , I mean seriously.
You are saying there is no skill requirement?
Why is it some agents have different departments they work for, you saying that a combat agent is gonna fork over R&D missions?

To get access to a research agent, you need the following:
1. High enough standing with the agent's corporation. The Show Info page for the agent will tell you how much you need.
2. The Science skill at level 5.
3. At least one of the research field skills, such as Electronic Engineering, Caldari Starship Engineering, Graviton Physics, etc. These skills typically have steep prerequisites; usually Engineering or Electronics at level 5. Again, the Show Info page for the agent will tell you which research fields that agent provides.
The above will let you access one research agent. If you want more, you'll need the Research Project Management skill. To get this, you'll first need Research 5 and Laboratory Operation 5.
So it's not a trivial undertaking. The good news, though, is that, once you have those skills out of the way, you can just sit back and let the research points roll in. Bear in mind that the odds of receiving a BPO offer are fairly small, but it's still fun.

If you look at the info for the corp you're interested in working for under the agents tab they will list the R&D agents. As per point 3 of Derrys' post if you show info on the R&D agent you will see which field(s) of research they offer.
Not all corps have R&D agents. click here to see which ones do.

No, you don't have to do them if you don't want to. Nothing bad happens if you turn down (or fail) a research agent mission; you still get the base amount of RP that you get every day, you just don't get the bonus RP on top of it.

I don't think research agents give kill missions. I've never had one, at least.

Im not that familier with R&D agents either so i have a small question for soemone who was lucky enough to get a BPO.
If you manage to accumulate say 100,000 RP or somthing, when you get offerd a BPO through the lottery do you get the option to accept it or can you decline it? i know it sounds stupid (i mean who would turn down a free BPO right? lol) its just i was wandering if you loose all your RP if you get a BPO? i mean would your 100,000 RP get set to 0 again once you win the lottery?
Im only asking because id rather carry on waiting with my RP for a better BPO if the one offerd was'snt very good...
Any help would be appreciated :)

Yes. You are offered the BPO in exchange for ALL the RP you have with that agent (1 RP or 1 mil RP, no difference).
