Im newer to the game and would like to find out how shares and corp running works. e.g. can you buy shares of other corps? ect. ect... Any info would be apreciated.

In-Game shares are primary used to handle corp votes. Other then that they have very little use.
Out of Game (Market Fourms, ect) they appear to have more use as investments but you may want to check there for good info.

The tutorial and the guide is a little sparse on this subject, isn't it?
The little of what I know about corp running is you need the "corporation management" skill trained to at least 1. At that, you can have 10 corp members of your own race.
If you want a mixed race corp, you have to train up the management skill to 3 and get the "ethnic relations" skill. This will allow 20% percent of your corp to be of other races.
It costs 1 mil or so ISK to form a corp.
Station offices can only be purchased if you have your own corp. Prices start (I believe) at 10,000 ISK depending on the demand. The more people want and have rented offices in the station you also want, the higher the price goes up.

Well the shares advertised on the forums are used in-game to raise money and then the dividends are paid out to investors...

Pure speculation, but this is my 2 creds...
I think you can actually buy Shares from other corps.
For Example:
I have 65 shares in my corp atm, bought them at 100k. If I sell you 10 shares at 120k, then I get to keep the cash, and I (in theory) could "Give" shares to you.
I've heard that it is possible to do a corperate buyout of another corp, then froce it to merge to yours. Not sure if it has been done before, but would like to see it in action

Part of the corporation management commands allow you to distribute money from your corp wallet based on "members" or "shares". Corporations that sell shares (ISS comes to mind) then use this option to distribute "profits" (amount of money they want to distrubute in whatever accounting they come up with) to the shareholders.
Its purely in game.
