What would be a good setup for a new person running two accounts? I will have one ship mining and the other making deliveries to a station. Currently I have a Bantam, but it is so slow to go back and forth with. In addition, I just started playing this week so I am not flushed with cash or skills so it has to be something obtainable.

Well, the first thing you'll need is one of your characters set up to use an industrial, possible toss good refining skills on him too, for your other character you'll want to be set up to mine like crazy. You'll want to get a ship a cruiser or a destroyer to start off with, whatever one you can mount as many mining turrets as possible, some destroyers for example can fit 8 turrets, that can mean up to 8 mining lasers.
Since you're low on cash at the moment, what you can do until you can afford an industrial is have both characters mining at the same time while you wait to skill up for it.
I plan on doing the 2 character route myself, my industrial pilot will be all about speed/cargo space/refining, while my miner will be set up for as many turrets as possible and good tanking abilities.

My current character (shadokar) will be trained in cruisers by tuesday. If I decide to start another account I will start the other guy on industrial. Thanks for the info.

I did it by making a single account which I trained up on Drone lvl4 then to fly retrievers. As the ore barge lvl1 skill started, I created a second account which I then trained up to Caldari indy. They finished roughly at the same time.
Now I have one in a barge and the other in a Badger II and I'm mining 6 to 8 million/hour in highsec depending on what ore I find. More once the first character gets to Ore Barge lvl5 so he can fly a Covetor.
Having two accounts before you can fly barges means a lot of micromanagement. It's bad enough doing it with one character in a small ship, let alone managing both.

Unless you're using Basic Miners, it's unlikely you'll get more than four or five miners in a destroyer. It simply hasn't got sufficient CPU for more than that.
If your fitting skills (especially Electronics) are good, you can use 5 named mining lasers (such as Gaussian miners) by using coprocessors in the low slots. Brand new accounts, I'd go with getting them both with Mining lvl 4, and cruisers (Either Caldari or Minmatar because of their mining cruisers). Then as mentioned before have one start training refining and industrial skills, while the other learns all the advanced minings skills and such.
You can have both characters mine, then at one point have the other char go get the indy, or if worried about ore thief's (or liberators as they would have you call them) Have one cruiser mine while the indy is parked nearby also mining.
After you get covetors learned you can start working towards the fun world of combat or missions/R&D agents. ----
