I'm learning Photoshop from the ground up for my own personal gratification 
I've started on the tutorials and made a few bits like my sig below, but I was wondering if anyone could tell me how to create a specific effect, namely the sort of scan line TV feel you see on many of the small pictures to the right here ---->
A good example is the background on the 'Buddy Program' link

and the terrifying thing is, it's so simple to do when you know how, and if you don;t, it takes hours of work to get right.
god, I remember doing scanlines without an automated filter once. never again

I don't understand how scanlines would ever seem difficult to do, they are just black horizontal lines

When you think your only option is to cover the whole image in perfectly straight black lines they seem difficult to do :)

Isn't there an option for this in Photoshop in teh effects somewhere?
