Currently the game will not accept a bounty placed upon any player with a security level above -1. Are there any exceptions to this? Any way to put a pricetag on the head of a player with a higher security level? I ask because my beloved Badger II was recently desroyed in .4 space by a player with a security rating of 4.2 He was sitting near the gate to .5 space in a Raven and waited until I was 8000 meters from the gate before announcing the gate was closed, and then unleashed the Paradise Cruise Missiles. Granted he didn't Pod me, but when I subsequently tried to put a 150K. price on his hide ( I want him podded) the game told me Concord could not accept a bounty on anyone with a security rating higher than -1. (He dropped from 4.2 to 4.1 by destroying my ship).
So how does an independant, such as myself, get a little payback on folks who are careful to kill lots of npc pirates between attacking other players?

So you were attacked for no reason, got your ship destroyed, and all the attacker got was a .1 drop in security rating? 
Mon, I'd really send a letter to the Devs asking why this is so. In my mind the person shoulda dropped to -1. Once again Concord show's just how useful they really are .

I only got a 0.1 sec hit when I attacked people, but I didn't destroy their ships so I don't know if you get another sec hit or not.

Sec status loss should be affected by the system you're in, and what you did.
Podding in some 1.0 system should be a HUGE sec hit. even blasting a ship should have a much sec status loss there as a podding in lowsec.
