How often are these offers given out once you get the required LP?
I have 2 agents that I've moved on from and been rejecting their crappy offers, then doing the required mission to start the timer again.
Sadly, for the last 2 weeks these agents haven't even given me an implant offer, let alone the skillbooks.
Is this just plain bad luck, or the kind of ratio I can expect?

I was up to just short of 23,000 LP with my agent before I got a skillbook offer.

The first time I reached 15K LPs on my "main" agent, he gave me an offer for a Political Connections book the next day ... I trained it to 5 right away (only 4 days for 0~>5 with my attributes).
Since then, I've worked back to 15K LPs on that same agent, and for the last 3 weeks he gave me a silly offer every day (like XYZ millions for a bunch of illegal drugs) ... I rejected those offers and did the mission needed to re-activate the timer, and now I have 18K LPs on that agent ... there's still hope ...

get 15k lp's,. then stop doing any missions, after that do a mission after a crap offer, until 25k, then you'll neec to start over agen

IMO it's worth taking implant offers if you get them (for the Basic implants), as they are worth a lot still. Half of a connections book... but the chance of getting connections is low. Might as well get 2 implants and sell em and buy a connections book.

Out of the last 10-15 offers (3 lv4 agents in the same station, 2->3 missions = 15k lp) ive got heaps of implants (i generally accept em since they sell fast unlike the SB) and 2 skillbooks. Its completely random but id say on any given offer the chance of getting a connections SB is about 5%.
