Caldar Mercenary Syndicate is in search of a Alliance to get a hunting contract with. In short, we have little to no interest in mining or complex running. We would like a belt hunting pass for 0.0 and are willing to pay weekly or month for such a right. We would, under the correct circumstances, be willing to come to the aid of a alliance who requires aid in the PVP circuit as we are experienced Mercenaries. This contact would be discussed in game, feel free to contact me with offers.
We look forward to hearing from you.

ISS allows all friendly neutrals to use its outposts, there pretty safe'ish. Just gettin to them can b a problem.

ISS let neutrals use their outposts as a base in 0.0 - and you're free to rat nearby as they generally live in unclaimed space. I'd say that would be a good option for you - its free after all.

When the war is over with Geminate, it's a good place to start, the allow neutrals in their area.

There are many corners of 0.0 where you can park yourself and make billions NPC hunting. You dont have to pay anyone to do so however you do need to be prepared for a few things.
First... travel... Its not going to be easy getting to your destinations. Travel setup your battleships and run like the wind.
Second... logistics... you'll need lots of ammo to anchor in space if you have no access to a station..
finnaly... Hostiles... If a resident alliances knows your hunting rats there every day.. eventually they will try and stop you... how do you avoid it? Make them think your not rating there.. as soon as they show up safespot and log out..
If the heat gets too much be prepared to move farther away, repeat steps on to three.

Yes there's lots of places you can npc hunt in 0.0 without getting noticed. Takes some time to find them really, and no-one is gonna tell you where those places are.

Travel setup hmm, you won't have access to a station in 0.0 to refit, unless it's NPC controlled. But you want to stay away from stations tbh. Carebearing in 0.0 without getting noticed or hunted upon is to avoid stations and station-systems imo.
Have a friend on a 2nd character on his account scout the chokepoint to 0.0, let him fly one jump ahead, fit one warcorestab and a nosferatu. 80% of all in- and outgoing traffic are interceptors (nos those) few out of the other 20% fit more then one 'warp disruptor'. If your friend meets a camp ahead, warp to a planet, log off for a few ticks.

Specialise in drones, they don't need ammo. Dominix with T2 drones are teh win.

Ok Mr. smart0ne, THAT's THE FIRST THING YOU DO. You see someone, anyone in local while ninja-npc-ing. you hit the safespot and log off. You're in a NPC-hunting setup, you don't need to fight them.

Yeh probably. but you've allready made alot of isk to go on a suicide.
I'd like to add: If a friend can fly an interceptor, let him move out all the good or descent loot you've made, and give him a percentage.
Anyhow, goodluck.

what everyone just said is great but the easiest thing is to get a pass and spend more time hunting then setting up, scouting, logging etc. in the end you'd probably make more isk with a pass and it'll be less of a headache.
to the original poster, just go ahead and talk to some people in alliances that are close to you. that's where you'd want to rat anyway. soon enough you'll talk to the right person.
