WARNING!! WARNING!!
This might be a once of thing accociated with this belt but now object positioning is screwed.
I was fighting some NPC crusier pirates in a particular belt and i was fighting long range with them. So it relied on me moving away alot. At some point my guns stopped doing damage and i was wondering why, thought i might of been to far out. So i MWD back in as i was at 50k's i warped closer to find myself 40k's away from a medium sized Scordite rock and stuck as if i was on this rock. This puzzled me greatly, but what realy got me was my target NPC were displaying 30k's away and i still couldn't hit them. I got of the imaginary rock and unstuck. Got to about 60k's away as i had copped some damage being stuck. Low and behold i fire on the targets again and they are apparently 166k's away instead of 66.
Here the other thing. They have made NPC's warp away properly from places now it seems, either that or its more noticable. But this does not work. They warp to another part of the field and stay there and become inert, ie dont target anyone etc. Then after awhile they disapear, but there not realy gone. When new pirates Spawned in the old hidden ones re apeared. So i had 7 NPC this time.
Some might think this is good, but this lead to the above problem of the positioning of something.
Now my character is stuck in that system.
I am going to check into it more at make additional posts.

Your explanation now sheads some light on why PaBOHICA lost his Bestower ship last night. He was stuck on this invisible roid and NPC warped in right on top of him before he could warp out. No worries a Bestower is easy to replace.
What bothers me is this: I was fight 4 NPC pirate in a rare belt of roids. While is was fighting the group of 4 NPC pirates from 60KM away(one was a 50K pirate) another 4 warped in at 25KM away and started targeting my ship. I MWD away to 50KM from the new group and was now fighting 8 NPC pirates (group of 4 on each side of me). Then after a few minutes a third group of 4 NPC pirates warped in at 25KM in front of me. Now I had 12 nasty NPC pirates fighting me. I needed a break so I MWD away from all 12 NPC to 100+ KM away. They were still firing missles and the missles were immediatley exploding and damaging my ship and I was now 120+ KM away.
Basically it seems they (CCP) has some issues with the new code for NPC pirates warping into belts. As you stated, there seems to be some offset from the actual graphic displayed and the actual location of the NPC pirates.

Entered a roid field with 4 pirates at a distance of 40k who then jumped to 30k away and then fled away from us at full speed and we could catch them.

This is what i encountered with the old build (1166):
I was farming a 5x Serpentis Chief Defender (40k) spawn some time. I immediatly pick up the containers after they drop (I fought melee) so i noticed the containers were always dropping 4 km away from the exploding ship. The interesting thing is that i could open then although i was right next to the exploding ship, 4 km away from the container. After some time i noticed that all the missiles also spawned 4 km away from me (out of nothing) and exploding THERE, damaging my ship. So i assume it was some kind of dissyncronisation, my ship as well as the NPCs must have actually been 4km away from the position the client displayed me.

I had a strange incident also recently with some angels out in 0.0 space who would not fire at me (I had no guns at the time to test their reactions).
