I was wondering how one goes about getting the Navy issued ships (specifically I'm eyeballing the Caracal Navy version)? I figure it happens one of three ways:
1) You get one as a reward from an agent.
2) They are "offered" by an agent
3) They are given out by the GMs/DEVs in special events.
If #1/2 is correct, what level mission/faction standing is required? How many loyalty points?

They are given out as Agent Offers.
Agent Level/Faction is irrelevant. Neither is a factor. Though level does let you build up LP's faster. :)
The Base LP offer starts at 75,000 I belive for a 1 run BPC.

Ah, thank you both for your quick replies. I tried searching for information on this but couldn't find anything other than people *****ing about the BPC being in escrow for crazy amounts of money.
So it comes in blueprint form, then? And requires those tags ... I guess I should stop reprocessing them.
(Though at a cost of 75000lp, it might be a while before getting one).

other way, no lp required
Get a 9.2 caldari standing and talk the the agents in space in Otitoh (next to the gate to Friggi IIRC)
bring the agent 30 guristas gold tags and get a 1 run print.
As these are cosmos agents each only works once per character.

I'm having trouble reading this...
For the harpy its saying 1500LP's and then under 'other requirements' it lists a Hawk and some other various items. Does this mean you have to buy a hawk and give it to the agent?

The LP's are just the base requirment, you often have to give them other items such as ships or tags or minerals.

fair enough. And yes I've noticed that. Another question, isn't 1500LP a lil' low for a harpy? I mean I have 4000LP with my Lvl II (WHO HAS NEVER OFFERED ME ANYTHING... and I haven't even been to her in 5 days).
1500LP seems low for a harpy... Of course she is asking for a hawk as well.
So what now? Just start runnin' lvl III's and wait on the lvl II to offer some good stuff?

there's another offer at 50000 lp for a caracal navy bpc, but it's a 200 000 000 isk and material
so you can see in escrow some navy at 400/450 M and more
it's long, and not very interessting
