Please do not answer this ONLY if you have first hand experience with it.
There are a LOT of NPCs that warp scramble in some missions. I checked the NPC database and sometimes I have like five to eight frigs on me, all of which can warp scramble. I carry WCS just for this purpose, I've been trying to test it out lately. I have two WCS fitted and I have never once been unable to warp, why is this? Each NPC has the ability to jam for 1 strength. So do they only jam for a few seconds, then stop? Because if they kept going wouldnt I be unable to warp once three of them were jamming me? Can someone explain this please? Thanks.

Correct me if I'm wrong, but I think you misunderstand how WCS work. If you want to warp, you need to have a number of WCS greather than or equal to the number of "points" they have on you.
In this case, that should be the number of frigates scrambling you. So, if you have three frigs. scrambling you, you need at least three WCS to warp out.

I understand that perfectly. Im saying I have TWO WCS, so TWO POINTS of warp, and had 5 frigs that can scramble on me, and still warped.

As far as I know, when NPC's scramble, they only really have a strength of 1, regardless of how many there are. Please feel free to correct me if I am wrong though.

Some of the lvl 4 missions, elite frigs etc. have str of 2.

I remember it being the case that NPCs only scramble for 1 point no matter how many of them you have on you, so that players don't need to carry a lot of WCS just 1.
Maybe for lvl 4 missions it is 2 strength, but I doubt that they would want you to fit all your lows with WCS, kind of unrealistic, but that's how it is.

I guess its a combination of things:
Warp Scrambler Strength, Chance, range & duration. Someone , a lot cleverer than me, could probably work out the true probabilty of being scrambled and at what strength given various range scenarios given, for example a situation facing these:
ZOR Warp Scrambler: Strength: 2 pnt Chance: 75% Max. Range: 22.5 km Duration: 8 s
Mercenary Overlord Warp Scrambler: Strength: 2 pnt Chance: 65% Max. Range: 20 km Duration: 8 s
Schmidt Warp Scrambler: Strength: 1 pnt Chance: 35% Max. Range: 10 km Duration: 8 s
also in 2 other spawns: Mercenary Wingman (x2) Warp Scrambler: Strength: 1 pnt Chance: 1% Max. Range: 20 km Duration: 8 s
My observation is that providing you keep the 1st 2 at range >20k, you'd only face schmidt at range <=10k with his 1 and then at the given chance & duration.
The 4 wingmen might well get and stay inside 20k, but they've only got a 1% probabilty each. Of course this is only 1 tiny example, but I think it might go someway to proving an answer. I don't mean this in a derogatory way, but I honestly don't think CCP care about what you put in your low slots!
