The blasters work well with Gallente agents because the rats like to get close on most missions. Caldari missions are different because the rats like to stay at range which means you need to chase them down and that can take time.
The good side of this set up is I have never meet a mission rat that had a tank I couldn't break. -----------------------------------------------

Since I am running caldari missions, I should fit 250s or 2002 then?

250's will work but you'll get less damage and they wont kill frigs and inties anywhere near as fast which could be a problem should you need to gotto warp. Also you might have probs with the tank of some of the bosses because of the lower dps. -----------------------------------------------

Hmmm...well my gunnery/hybrid skills are pretty good atm. Maybe I will have to just bite the bullet and finally train for blasters. :(

I've had extreme difficulty killing frigs with my tech 1 rail setup. Tech 1 blasters however are quite effective. But as noted above, sometimes you have to do a lot of chasing.

So what aproach does one take for a lvl 4 mission with such a fit? Does one find oneself warping out often, or does it sand its ground fairly well?

with a webber, you should have no problem hitting ceptors with 250mm rails. Just need to web then head away or toward the webbed ceptor that is all. Blasers are good but no so good against guristas. With eagle natural resistance, you just need 1 invul field, 1 gisti small shield booster along with 1 good damage control in low slot for tanking. Rest can be used for damage mods and you will need them. For none gurista missions, you will need to twink the tanking some. You will have problem to kill final boss in Vengeance and AE for sure. Other than that, should all be ok. Cerberus is better though but bit expensive.
