what is good fitting for mining in lvl 0.5??
I mean mining enought good but also have defense against pirate that coming.

Well, you can mount 3 miner II and have 5 mining drones working for you as there is a bonus to drone mining capacity per level of cruiser, but beyond that, I don't think you can do much better with that ship. To protect yourself, I would also carry 5 scout drones which you could deploy if any npc rat shows up. This would be safe in .5 and above for the most part, but I wouldn't venture any lower than that without some backup.

Arbitrator only has two turrets, why the hell would you mine in it? Your yield wouldn't be any better than a Tormentor.
The Augoror has 3 turrets, the Omen has 4, and the Maller has 5. I suggest you use one of them.

It has a slot for a missile launcher too, which I'm pretty sure you can dump a miner II in as well. But you're right, there are other amarr cruisers which could out-mine it without too much trouble.

No, sorry.
You need a turret hardpoint to mount a mining laser.

Making the drones worth it. Without mining skills an arbie with miner IIs and minerdrone Is (assuming amarr cruiser IV) you can outmine a 5 turret ship with miner IIs and with mining drone IIs you can match a apoc thats using miner IIs.

You're assuming the other cruiser doesn't use drones too. Scythe + drones > Arbi. And still has the missile slots for defense.
