Been running a few tests and getting a fleet of BS to 1.0 will not be a problem at all. tbh the police are a joke.
All tests went well until I made the mistake of meeting them at a planet for a 1 vs 1 
Losing scorp to police...
Interesting thing to note from screenie of fraps is that I did not get global flagged for firing back when attacked by police.... so no concord. Self defence against the police is allowed in the game mechs.

We are traveling several jumps from low sec to 1.0 in BS as outlaws. Most if not all will make it to destination.

Will be finding out police scram strength as soon as I can grab another scorp to test with.... it seemed to be only the dom that was scrambling me.

We jumped 3 BS and a frig into 0.6 space for a test. Four Navy Police spawned for every outlaw present and all the webbing BS seemed to target the first guy who uncloaked.
Problem is we all appeared to be target jammed from the very start which didn't happen in 0.5 space.
This is a major problem to get round, looks like no normal targeted weapons can be used, and smart bombs will just end up podding each other

i notice this when i fly my shuttle tru high sec. nothing shoots at me while i slowboat to the gate, but i still get target jammed instantly... even before i get locked?

at least in a pod. Every n0ob in a velator taking a pot shot at you is a bit much.

Jump clones.
Set them up in the hubs, jump to Jita, undock flashy red. Since you're away from the gates, it might take a while for the police to spawn.

i atked the navy before, and found out that the frigates are the jammers, kill them 1st and you can lock, launching drones out before they atk is often very help full and fof missiles add to the dps. GL on the op :)

To my knowledge police and concord ships equpied with warp scrams, have a strength of 4 while customs official ships have a strenght of 5.
Hope this will help your bloodshed in the empire high security sectors.

you can kill the BS's me and avocado killed the BS's that spawned and the jamming went away. We where in .5 fighting the amarr Police. however after a while they respawned. I think if you kill a travelor though concord will show up in addition to the 1st navy spawn that shows up and in addition the sentrys will then start shooting. So youll be lucky to kill maby 2 cruisers before being pwnd
