You can't buy LPs for ISK; however, they do have a nominal value in ISK, based on the average value of the offers you're likely to get for them.
You can sell LPs for ISK; sometimes the offer will simply consist of a huge wad of cash.

back when i playwed SWG, you were able to tranfer faction points from one member to another by deligateing it, say i was a rank 1 and i wanted to transfer 2000 Fp to anothe rplayer, my rank would only transfer over say 1100 of it
Say i was rank 5 and i wanted to tranfer 2000 onmlly 1800 would transfer over.
your standing with the corp could be like a ranking on how much LP you can transfer to some one, and alo in turn when you transfered you LP to some one else it might lower your standing with the given corp.. makeing a reason to do more missions or what ever

So th only way to get money out of my shatty -18 rating agent is by his offers?

Lower qual agents also give less LP.

Quality of the agent has nothing to do with the kind of offers you get. It only affects the rewards for completed missions.
Offers depend only on the amout of LP collected by that agent.
