The aggression timer countdown only seems to hit my HUD when I attack or am attacked by npc's. What use is this?
Further, if they have the code in place for both the clock and the display on the HUD, why in all that's good and Eve-ish don't we have a pvp clock?

erm...? where have you been? You do get a timer now for 'PVP' agression flagging, and its been in place for quite some time now...
Red text 'Global criminal flag' - CONCORD/police/sentries + any passing players can and will shoot you. Appears after you commit a crime, ie. firing on a player without them being flagged to you.
Yellow text 'Agression countdown' - Flagging to a specific person or corporation. CONCORD/Police will not fire, sentries will not unless they belong to a corporation you are agressed towards. members of corp or individuals the conter refers too can fire on you without intervention for the duration of the timer.
Hover the mouse over the text for a neat little countdown and list of who you are currently flagged too. ----- Time for a new sig... |

Well I would guess that if you fired upon Gallente NPCs and then tried to enter Gallente space you might get pwned. ______________________

Ok how come I get the yellow text/timer when an NPC shoots at me and I have not even locked it or aggroed in any way? |

Because they are aggressive NPCs.

I need to submit a bug report then. The red global timer appeared a day or so after I posted this thread, but a couple days before that I was in pvp and got no global timer. Am I correct in assuming that, if it works and appears, that is the amount of time you need to run down in order to safely log out in space?

It is a bugged emergency implementation because it seems to be impossible to avoid agents handing out missions agaisnt the system authorities. Now the GM can tell you that you wont get your ship back because you had the chance to check the sovereinity and your aggressors.
There are Thukker Trive agents in Minmatar/Ammatar space Amarr agents in Gallente/Minmatar space Republican agents in Caldari/Amarr space among other combinationsm
To bad someone forgot to implement a map filter that can keep you out of space you better avoid for a while. --*=*=*-- Megadon CCP wanted a well known artist and celebrity to test the new font so it's approval would be well known. They got Ray |

Note that if you PVP someone in your Gang/Corp/Alliance you won't get a countdown timer. Also, if you are in a war, your war targets won't get you flagged.
If you log out in space, you will not Dissapear for 15min give or take. You will (try) to warp 1mil km away from your current location, but if in PVP, you are likly to get caught by the person shooting you with a Scrambler.

The real danger in logging out like that is that they can see your ship with a scanner but know you're not there due to local.
I think you hit it on the head with the war-target thing. It was indeed a war-target. However, the countdown timer should still run if for no other reason than to let you know when you can log off safely (by completely removing you and your pod from the game).
