Yes, but your faction standing must be high and you require special "paperwork" to keep it running.

I belice your required to have certificates from that faction, and you use so many per hour like a fuel. Not sure on the details and figure someone with more info will swing by here. :)

I believe the special paperwork are "charters" that are offered as agent LP awards. I've received a few of these offers, and when reading the details it says (paraphrase)
"you need these to build stuff in minmatar space, etc etc etc"

The starbase charters are availble in trade goods etc you can buy them as well as get them from agents.
What I'd like to know is what restrictions would they have? Could I restrict who uses it and can it have a refinery module? I'm only interested in mining in those areas since few people mine them due to no local stations. If I could restrict use to my corp only or corps with sufficient standings to my own, I could mine and refine exclusively in that local area and maybe invite other corps to do the same at a cost that would help with the upkeep of the station. It's one way to get systems that are not mined out by macro miners all the time.

Kinda gone off the idea now since I done the math in Excel. Too much cost to recoup in highsec. In lowsec and 0.0 I guess the income would be better but highsec is a little less lucrative.
