What it says:
Light Web I 25kms optimal range. - 25% velocity on tech I (up to 45% for best named). I think their might be room for this in the game.
(Essentially same as the warp disruptor as opposed to the scrambler).
At the same time "Warp Drive stabiliser I". One of these mods mean the 25km web doesnt effect you and the exosting 10km web only affects you by 1/2. 2 of those and you are immune to 1 slot webbing.
I am still thinking about some of the practical implications of these two mods ... but I think there is potential 
(obviously the 25km web will also use more cap and cpu than the 10km one for the same reason as the scrambler / disruptor differences).
So what do you think? (Or is it some kind of crap idea that devs got rid of with Castor or something? )

More spice in the game I guess no particular reason... just will make encounters in general less predictable and I d like that.

I like the agility webber idea someone posted a while ago.

If you want something that can web a little bit at range I would sugest trying the Webbing drones. I'm not sure what the skill Req are for them but right now mine can web 45km away. If I train Drone electonic warfare to lvl 5 that mean I can web 60km away . Unforcunally thats just as good as my huginn with maxed skills and a named webber

id love to see webs somehow relate to ship mass, would be funny to see a frigate try to web a freighter and just get towed along no matter what he tries until he turns the web off.

Those would turn into 100km webs while the best named variant would go up to 180km...on a Rapier...  - _____

Range wouldn't matter on this thing, since you'd want to bump and keep your opponent out of alignment forever. Who'd need a 7.5km scrambler with this tool?
