Hi,
Maybe people were already talking about that idead but nevertheless I want to add my thoughts on this topic.
Most of players havent tried a 10/10 complex like me neither and have therefore never seen either the last stage nor the numbers of enemy ships. So I dont have exact numbers and my informations are mostly based on rumors.
Well what I was thinking of is, making the complexes with Capital ships. I mean a formation of lets say 2 Carriers and 1 Dreadnought. The Dreadnought would be uber tanked (Capital Shield booster can run endless with Shield Boost Amplifier) and the Carrier would have a huge load of reserve standard (medium) drones and enough strontium and Fighters to fight for a long time.
To make the complex, first the Dreadnought enters and goes to siege mode. While its tanking every ship, the carriers are jumping in aswell. They are even helping the Dread to boost the shield (if needed) and they use their drones to kill the enemy Battleship.
The Dreadnought itself has fitted the citadel Launchers to kill the stations and gun plattforms. He uses aswell a load of medium drones to kill the frigs and the cruiser. When directly aligned to the gate the carrier will get to the gate pretty fast and while the carriers are boosting the shields of the dreadnought, he dont need any more to be in siege mode and can also already fly to the gate.
Those are my thoughts.

Last I heard, they can't enter.
EDIT: Also, you can do most 10/10s with a HAC and BS or a handful of BS.

You can enter Sansha 10/10 complexes with Capital ships. None other than the Sansha ones.

10/10's have been toned down in difficulty witht he rest of the rats in rmr, and already were toned down considerably since their release.
By now, they are technically soloable in a BS or HAC using assigned fighters, and already could be done using a team as simple as 3 BS and an AF months ago.
