You have not enough damage output for lvl4's, try cerberus with hac lvl5 and t2 h. launcher you'll also get the bosses down.

You can do some L4s with an Eagle. I've solo'd a couple of them with mine (I'm new to the Eagle) using a tech 1 neutron blaster setup. The Eagle tanks very well but dps is lower than a cerb. You'll have trouble with the big battleships unless tech 2 guns make a massive difference in its damage output.

So far I've successfully completed two level 4 missions with the Eagle. "Sabotage the Supply Line" and "Duo of Death" In "Sabotage" I found I needed to upgrade my tank and focus on killing all the cruisers, then refit with double webber or web/painter combo to take out the frigs. On "Duo" I found my dps a bit low on the battleships, but managed to take em down. Right now my HAC skill is only at level 2 and med railgun spec is at 2 as well. I suspect when I get these both to 4, I'll have enough dps to satisfy me.

I have used a Munnin to run some lvls 4, the ones where I can keep range.
I haven't had any trouble breaking tanks with 720IIS and tech 2 light drones. I do have maxed out skills. Oh, and a 5% med. turret damage implate and a ROF implant.

The Eagle and the Ferox have the same max DPS. If you count drones the Eagle has less DPS.
I suppose a Beagle set up with Blasters might be good, since the Eagle has better speed than the Ferox.

The blasters work well with Gallente agents because the rats like to get close on most missions. Caldari missions are different because the rats like to stay at range which means you need to chase them down and that can take time.
The good side of this set up is I have never meet a mission rat that had a tank I couldn't break.

Update for you Mr Majestik. I've just now added "The Right hand of Razzmatazz" to the list of missions you can solo in an Eagle.
My setup:
4 x 250 rail II
2 x Arbalest Assault
Gistii A-type small shield booster
2 x invuln II
10 mn afterburner II
shield boost amplifier
3 x mag stab II
1 x damage control
That's the setup I had on the Zazz mission. I swap items in and out as needed, sometimes a couple webbers, sometimes specific hardeners, sometimes tracking mods. All around, I've been happy with it since I got another level of HAC and med rail spec. I suspect a cerb would do these missions faster, but I have 2.2 mill in gunnery and 12k in missiles, so that won't happen soon.
