If reserve is 31bil, Buyout 32bil...
...why starting bid 20bil??? whats the point if you not sell less than 31bil anyway?

A reserve is a lower limit that the seller is obligated to sell the lot. Any bids below the reserve may be considered and accepted, but the seller can keep the lot if he chooses. Lots can go for less than their reserve if the seller doesn't think there will be any better offers in future auctions, but few people seem to get this.
Starting the auction at 20 with a reserve of 31 isn't silly. Having a reserve of 31 and a buyout of 32 means the seller isn't taking this auction seriously and simply wants to sell his lot at 32.
