battleship to passive tank.

Scorpion for Passive Shield tank, it has 8 mid slots and 4 lows for Power Diagnostic Systems, of course you throw out all the ship bonuses if you don't fit at least 1 jammer but in terms of fitting the best passive tank just give the scorpion an 8 slot passive shield tank with 4 Power Diagnostic Systems in lows.

I disagree.
The best passive shield tanked BS is a Dominix.
Dominix
Hi slots, whatever suits you but NOS as much as you can
3 * Large Shield Extender II
2 * Invulnerabilty Field II
7 * Shield Power Relay I
Shield recharge rate: 102 HP/sec
Very good offensive capabilities due to drones.
Scorpion
4 * Launcher
2 * Heavy Nosferatu
5 * Large Shield Extender II
3 * Invulnerability Field II
4 * Shield Power Relay I
Makes a shield recharge rate of 77 HP/sec. And the damage output won't be enough to tickle the Dominix. Furthermore, you sacrifice both your bonuses and you drain less energy than the Vampirix.
