I just bought all the skills that I could use with a Frigate. So all of them except med/large turrets and the ship skills.
Not saving up for a cruiser means you can get more skills faster.

S0cks is very much right and it's our primary tactic to operate in a decentralized manner so that losing pilots either through combat or other reaons has no effect on our jamming performance.
Every pilot in FSM carries 3 EW modules, a warp jammer a webifier and a sensor dampener (until they inevitably get nerfed, we used to use normal jamming EQ but this means we don't have to carry all our modules around with us and refit at stations) no matter what ship they fly. With this setup it doesn't matter if we lose half the squad we're still jamming effectivly. And it specifically doesn't matter /which/ half of the squad goes down.

I'd be interested to hear how your tactics deal with multiple Battleships actually.
Jamming can lock down two battleships or 3 cruisers when we fly at full strength (5).

Engineering Level 4 is pretty much required no matter what you fly so I guess we all forgot to mention it. With level 4 engineering I can squeeze 42 grid out of my Merlin and to be honest I have trouble using it all.

Combat drones are suprisingly ineffective on their own, even ten of them at once against a lone frigate, espechilly since most people don't use the drones that cause EM damage. As a result it can take them ages to even dent one ships shileds, by which point (since you have the main target locked down indefinatly) you're already knocking them out of the sky either on purpose or with splash damage.
They are in fact far more effective against cruisers and battleships who don't move around much and they can just cloud around them and keep shooting.
FoF missiles are easily taken care of with defender missiles. As are all missiles. When you don't have to worry about what your target's guns are doing it becomes a very leisurely job to deal with his attempts at countermeasures.

ECM Jammers between different ships have stacked for at least the last two months. I wouldn't know before then as that's when I started using them like this.
