Potentially useful module, but currently I don't see much use of it.
T2 version uses 30 CPU and gives +15% to armor. Not usable for small/medium ships. Bigger ships will fit armor plate.
I hardly can imagine fits where you have one free low slot, low on PG and lots of CPU left and its armor fit. (again if we are talking about med/small ships).
So proposition is reduce CPU to 15 (at least 20). Give bonus 17.5% (only 17.5 because bigger value may destroy balance on bigger scale).

Well that is the problem with it in itself. Since it is percentage based instead of a fixed HP bonus (with agility penalties) like the armor plates, you can't really make it useful for the intended hulls without making it overpowered on capital ships. The module is already analogous to the trimark armor pump rigs, but those have increasing costs as the hull size goes up (a good balancing trait) and are in general more much desired and used for fitting.
I'm not sure your proposition goes far enough unless you are going to restrict the module by hull size. Also, there is the non-energized version of it which maxes out at a paltry 8% bonus for TechII. I'm not sure that set of modules could be adjusted short of a total rework. |

I always thought this module was geared towards Caps. I'm sure 15% on an armor hull will yield more HP than a 1600mm T2. That being said, an EANM would probably help more in general. I think I've only seen one person in my entire EvE career use one. |

In that case only low CPU usage can save the module. In situations when there is nothing else you want to fit you might to remamber about that module. So 12-13 CPU, + 17.5% armor.
For not energized version: +12.5 armor
In other cases these modules are useles, as other participants noted.
To balance shield CCP can introduce similar modules for shield. |
