Just wondering what exactly the hacking skill does? The description seems rather vuage.

Hacking and Archeology are both special mission-only skills.
For some reason everyone in EVE who doesn't know they're for missions automatically assumes that Hacking is for opening secure cans... ___________________________________

when it asked for Electronic Upgrades V and went and got Electronic V instead
im sucha idiot, 8 more days till upgrades V :(

don't worry, you should have electronics 5 long before electronics upgrades 5 anyway.
also don't forget they've hinted that hacking will be connected in some way to reverse engineering and such...

I've heard all kinds of fake stuff on Hacking. I've watched people swear up and down hacking was for opening secure cans (claimed he'd done it), I've also heard it was for docking at deadspace stations. The funniest by far though was somebody claiming archeology could be used on rock formations to acquire large amounts of mega and zyd. He got a newbie to believe him, and I couldn't convince the newb that the guy was lying. That must have been a really depressing day when the newb finially finished training archeology .

Hacking is for COSMOS missions, to get special mission items out of special mission cans. It doesn't have any other use currently.

It should definately lead to an advanced skill to open secure cans with Kali...too many of those things sitting in fields...need to thin some out.

You wrong. Hacking and Archeology have noting to do with missions. You can train them and use Codebreaker and Analyser modules in the specific complexes located in the COSMOS constellations. Both modules allow you to open spawn containers and retrieve COSMOS construction components, which can be used to produce fancy COSMOS items. And if you lucky, you can also get a COSMOS skill books , which sells for about 200 mil each. You can also sell COSMOS construction components to NPC or the other players. ( Note: BPC's for these items can be obtained only from doing COSMOS missions.)
You can't open secure container using Codebreaker and Hacking skill. You can't hack any ship using Codebreaker and Hacking skill. You can't hack ( open) anything, apart of special spawn containers located in the COSMOS complexes.
At the moment, whole COSMOS thing is utterly broken, so unless you want to waste a lot of time camping complexes for almost no rewards what's so ever, you don't need these skills.
CCP promised many cool things in COSMOS ( T3, mini professions, etc), but at the moment it's all in very sad and useless, especially Caldary and Minimatar COSMOS. In Gallente and Amarr you can at least obtain useful BPC's and some cool implants.

COSMOS is generally considered a conglomeration of static, public missions. I'd like to see hacking and archeology integrated into the eve environment somehow. Restricting things to COSMOS is pretty crappy.

Actually, I don't mind that it's restricted to designated areas, which collectively called COSMOS, but CCP prenerfed tactics and fear of "omg COSMOS rewards are ubber" killed whole COSMOS idea. How in hell CCP expect anyone take on mini professions, when most of BPC are utter crap and most importantly - event based ( one time only?

Giant Security Container This Giant Security Container is fitted with password protected security lock.
Obviously the GSC has a non-electronic password lock.
Maybe I can get a "Bolt Cutter" in a high slot?

Hacking is skill used to open cans in radar exploration sites, which mostly have items needed for invention - datacores, BPC's on interface and parts to build them.You need to have and use codebreaker module on them, and you need hacking skill to be able equip the module
Archeology skill is the same way - allows you to use Analyzer module to open Magnitometric site cans, which have salvage parts and BPCs for t2 rigs ( very rare) and maybe skill books ( i have found jury rigging book in highsec - yay)
