Even worse than the General Freighter Containers my agent has started giving me instead of 250k ISK bonus (worth about 5000 Isk and Frarn is overflowing with them).

I checked the database on Tranquility and that offer does not look like that, it does not ask for any implant (just the tech 1 modules). As tranquility hasn't been updated for many months, this definately hasn't changed recently.
So this is either a very old bug, or it's been photoshopped  .
