Use Drones - maybe supplemented by a Heavy Nos, then you can fight beyond the SB range.
My 2 pence worth anyway...

SB is good agenst close range rats or those 3000m or less orbiting players, this works with enyment drones aswell as they normally have a tight orbit.

I'm not too familiar with complexes, but if there are any structures which CONCORD minds you shooting then don't take smartbombs in. It's too easy to become distracted and hit one accidentally, resulting in insta-suicide. 
In low sec, I'd still favour light drones unless you're tied up using medium/heavies. Too many frigates orbit outside the 7.5km range of non-faction smartbombs.

Any large smartbomb with range greater than 7.5km is good.
It means only some faction and some officer's are worth putting them on BS.
I use now Dark Blood EM one (cos dont have isk for better yet), and its doing great in lvl4 mission. its very good against frigs.
The other smartbombs (common, common-named) are good but for takeing down combat drones (light, medium, heavy) - they are useless against frigs - not many frigs orbit less then 6km from you.

Heh once i fitted 2 larg notus smartbombs to my apoc i went to a level 4 and let all the drones get in range in 2 cycles they all poped AT ONCE. HEHE
YARRR HAHAHA im the happy pirate YARRRR

Alot of frigs in any single level ?
If so, yeah then smartboms can be good. Depends on the type of npc's tho. They need to be the crappy orbit-within-range type and you need a nicely sustainable tank.
I use two regular smarties on a Raven to kill the 30-ish frigs in a certain 6/10 level occasionally. Saves time, and mor importantly, effort.
