Correct me if I'm wrong, but players on the Chinese server will be required to register with ID. So unless you are a Chinese citizen, I doubt it. Besides, the official language will not be English, so unless you can read and write Chinese, I don't think you will have much luck meeting people, let alone reading the interface. Thar be Pirates

In other MMO's ive played that release an asian server/s, they are usually localized and have it so the text characters appear in that native language, so don't think anyone else other than in those countries would want to play on them anyway. Although i believe EvE atm can support several of these that ive seen.
Think they'll restrict it due to lag however. I can imagine if an influx from Europe joined it, it would hamper network performance somewhat. Would be interesting to see how many vets would join it if it was allowed. i.e. people with bad reps here or ones wanting to start on a fresh server where they have a chance to be at the top.

The Chinese government censors it's people and censors their internet. ID cards aren't about CCP's decision, it's about (oppressive) law. If they localize to China, they will probably have to work with a Chinese company that will handle that cluster. There are also laws in China now that restrict the amount of time they can play these games. In many games a lot of the Asian servers/releases are blocked off from the rest of the world.
Hope this helps explain.

One aspect of the reason is China's economic plan, which attempts to keep all services located in the country. They will go as far blocking said services to keep foreign competition down. A recent example of this is China blocking VoIP provider Skype to help out the local VoIP services.
I suspect if its a priority to China to monitor online gaming businesses, once the China based server comes online, access to the European server will be blocked. Then there is the question of compensation for lost character data if this happens. Also keep in mind that not all 'Chinese' players are located in China. Thar be Pirates

Aye, the Chinese governemt has been passing some strange laws about games recently. Wasn't it China that banned PvP MMO's for under 18s? And wouldn't that mean EVE would be lacking in players over in the east? (plus the fact that EVE is so different to Eastern grind fests)
