Trying to transfer one of my characters to another account, I put in my credit card information and it tells me: Card Not Authorized [0069]
What does that mean... My credit is valid and not sure what the deal is...

You probably want to deal with their support staff directly through email. :)
Odds are the information was entered wrong, or they hit a glitch with recent changes. In either case... those on the fourms probably wont be able to help.

An alliance member of mine asked me to post following for him as he too is having card issues and is currently cut off:
FROM character "Jon Anser" I also am having the same problem "Card Not Authorized [0069]" (Mastercard), and, as I have one account (now suspended), I canot post myself (can't log in to forum to post), but am relying on a corpmate to pass this on. I cannot go to the dev blog for 2004 where it seems a similar issue occured. It appears in the following threads, and they seem to accuratly describe my position:

I am primarly adding this information to help those in the same predicament find information faster. I also would take this opertunity to complain to CCP about the fact that I am now fairly cut off from the majority of the EVE player base on the forums who might be able to provide me with information with which to end my exile form EVE. This is extremely frustrating. Per haps CCP could allow customers whose subscription has been suspended for these reasons acces to post in the forums and ask for assistence.

I had that error before. The problem was the first time I entered the credit card information I had it wrong. And the second time. The third through sixth time I had the information correct but it still gave me the same error.
After I typed up a letter to CCP explaining the problem I tried one more time, it worked. At least in my case and others like it if you screw up the first time the billing process locks you out for a while giving you the same error over and over as the first time you failed. Just my guess.

Ok, it turns out Mastercard flagged it as a suspicious purchase for some reason (and had problems informing me of this) I Contacted tham and authorized payment and then resubmited CC info and got my account reactivated. However, I had changed nothing in the Payment screen (Reoccuring 1 month payments) when the card was rejected since last year, so either CCP must have changed someting in the billing system to trigger suspicion, or mastercard system gets suspicion if an automatic charge is repeted too much. Or like you said, I entered wrong info too many times too often.
So Anyway, I'm back online now. Thanks again RP
